It totally depends on your school. If you are continuing in the same school where you completed 10th class then most likely they will grant you commerce. But if are going to take admission in other school then it might be a problem. Every school has its own status. So

You will face a little difficulty in the first semester as your classmates might have opted for CSE in their previous classes and it will take time for you to understand few basics of programming language but after a little practice, you will be good to go.

I checked the official notifications,and it clearly states that candidates must have passed the qualifying exam in 2018, 2019 or will be passing in 2020 are only eligible to appear for JEE Main 2020.So yes you might give JEE Mains again,and when you gave your 10th does'nt really

The college's that consider home state quota such as National Institutes of Technology,consider your home state as the one mentioned in your class 12th report card and thus makes you a local of that state.
Considering this, your home state will be considered as Andhra Pradesh not Telangana.
