As per law your birth state will be taken into consideration and then they look at 10th .
So better go with ur 10th pursuing state as you have completed your first graduation from that state.

Tanniru after class 10 th there are many streams to be chosen from but if you are asking to study for software engineering in future then i think PCM i.e Physics Chemistry Maths stream is the stream to go for as you will be able to get admission in B.Tech

In most of the states , it depends whether you have passed 11th and 12th standard or not from the particular state. Like for getting 85% quota in Rajasthan , you must have passed 11th and 12th standard from a school in Rajasthan . merely belonging from Rajasthan

Yes, you can get admission in aeronautical engineering based on your MHT-CET marks. But you will get admission in the top or well-reputed college as cut-offs are high than your marks. Apply for admissions.

There is no any official information that MHT CET will not be there in 2020 so I would suggest you to prepare the exam.
