No IIT does not need any preparations from 10th class. It's better to focus on board exam at that time because that 10th class percentage matters a lot throughout the life.
Start preparing from 11th class. This starting time of 11tg class is very essential because right from starting basic
Please tell which entrance test you are asking for because without knowing the exam name it is not possible to give the eligibility criteria as it varies accordingly.
Percentage criteria is different from college to college. It's totally depends on in which college you are applying for.

If you want to take admission in IITs you should have 75% marks in your board exam or you should be in top 20
I would suggest you to complete your 12th first because as per your qualification you are not eligible to apply. Also, even lower level post of police department requires 12th pass candidates. So I would suggest you to complete your schooling first and then try for the same.
