If any student has studied upto class 10 in U.P. but 12th from Maharashtra as his father transferred. Is he eligible like other UP Domiciles

Since you have done your 10+2 from Maharashtra and you want to appear in UPSEE, your parents domicile (father or mother) will be considered at the time of document verification. 
In case, your parents do not have a domicile of UP, then also you can take up the UPSEE

No IIT does not need any preparations from 10th class. It's better to focus on board exam at that time because that 10th class percentage matters a lot throughout the life.

Percentage criteria is different from college to college. It's totally depends on in which college you are applying for.

If you want to take admission in IITs you should have 75% marks in your board exam or you should be in top 20

I would suggest you to complete your 12th first because as per your qualification you are not eligible to apply. Also, even lower level post of police department requires 12th pass candidates. So I would suggest you to complete your schooling first and then try for the same.
