My Native is Tamil Nadu and I did my class 10 in TN . But I did my calss 12 in Hyderabad. Am I eligible for 85%quota in Tamil Nadu?

As you are saying that your native is Tamil Nadu so, if you by any chance have home there and having the domicile for that state then you will be eligible for the state quota of Tamil Nadu. As they provide state quota reservation for domicile candidate only.

I am going to give AHSEC improvement exam on 2020.what will be the difference between my first and second certificate by AHSEC.

There will not be any big difference as such the improvement exam certificate will show your new marks whereas your earlier certificate would show your old marks. And also the year of both the certificates will be different.

So countries like USA do not offer undergrad medical degree equivalent to MBBS.

The best route for practising medicine abroad is after completing your MBBS here.

Yes, you are eligible to apply for TNEA.

They have some seats under 'other state criteria' as part of their constituent colleges. The seats are allocated region wise. So yes you can apply for those seats.
The registration process is supposed to start from 2nd May, and will continue on
