     It is not necessary, you can apply for IISER in low percentage even. But to get selection, you have to get 90% in boards because IISERS cut offs are pretty high. 

• The eligibility for joining merchant navy is finishing class 12 with Physics, Chemistry and Mathematics.
• Admission is through an entrance followed by a screening test and a main written examination.After r clearing he test, thtere is an interview and a medical test.
