According to previous years cut-off records ...yes you can get  ECE ...

.As many of my friends get admission in IT branch with rank approx around ..2000 in cusat cat 2017 ....

but as Cut-off change every year ..we can't anything surely..

You may also try for NIR quota ..if there any difficulties in admission through your rank...

but after applying for NIR quota ..you will pay some additional fee per semester..
