The person between the age group of 19-25 years is eligible for CDS OTA. Both men and women share the same eligibility criteria of age 19-25 years. A person born not earlier than 2nd July 1996

For CDS examination, there is no limits of attempts although its required that the aspirant must have a age in the limit of 19-25 years. So you can attempt any number of times if your age is within the limit. The examination is conducted twice.
