Yes definitely a medical graduate is eligible for  cds exam. Infact anyone who hold a graduation degree is eligible for cds exam. But here the age factor should be kept it mind.

To appear for OTA, candidates will have to appear for English and General Knowledge papers whereas candidates appearing for IMA, INA and AFA will have to appear for Elementary Mathematics, English and General Knowledge. Each paper will be conducted for 2 hours carrying 100 marks each. To know the
