You can definitely give 2017 a try,but honestly you have very limited time for Preparation, my personal recommendation is to attempt 2018 whole heartedly with full preparation. As of Now just brush up basics and give some 3-5 odd mock exams before CAT 2017. Also, you can give onljne mock

Yes you can definitely skip, but skipping will not increase your score. You should rather focus on your weaknesses and make it your strengths with daily practice. Once you're mastering this art you can then skip some questions which are time consuming. The beter you practice the more your chances

Different IIMs have different minimum cut off set for all the three sections. Below I have mentioned the cut off of VARC section for old IIMs for different categories.

IIM A - 75 for general, 65 for OBC, 60 for SC, 50 for ST and 60 for PWD

You cannot apply to any colleges without any score, only on that basis you can go ahead.
As far as cracking a top Bschool is cincerned, apart from CAT there is distribution of weightage on your Work experience, Academics, Extra Curriculum Achievement as well as your scores in GDPI rounds
