CAT is not an exam like IIT-JEE where you get selected or not selected. CAT exam by default help you in applying in IIMs. But thats not the end for the CAT exam marks. Through this exam you can apply individually to many private colleges. Then according to your percentile

You can enter the percentage till last semester for now and then this could be updated later. There is no problem in doing this. It's acceptable.

No as through CAT exam you are going to do MBA which is a post graduation degree so you need to do graduation in any field before appearing in CAT exam.

You are definitely eligible for giving either of the exams. However you are not eligible for any IIM. Also you past academics can rule you out from several other colleges. However if you manage to do well in the entrance exams, there are many other good colleges you can get
