According to me 20k to 30 k could get good branch in VIT Chennai . To be more specific around 20 to 50 k will get cse branch in Vellore campus and lower branch in VIT campus .but it could also happen that u could get cse branch
Both are goods In case of my opinion you are willing to work or like the programming so computer science is a better choice for you. Or you are a creative person or like to develop electronics products so Electronics and Communication Engineering is a better choice for you.

I'm not pretty sure about that because cutoff changes yearwise also depends upon your category like bc etc…. That you would aware of.Since you didn't mentioned the caste let's assume if you are oc category I'm sorry you couldn't get CSE next coming to BC category you have less

Well, Firstly you need to Understand that MIT WPU now- a state private university. So, the procedure is kinda different from others(as far as I’ve Experienced). Firstly, this means that They do not participate into CAP rounds now.
Secondly,to apply you need to go to their website and apply
Basically these cutoffs changes each and every year but in the VIT Case it is bit complex as they do not disclose any cutoffs as official figure.
But in general considering your case then i can say that you have to opt for category 4th or 5th to get CSE
