Class 12th fees depends on schools. Private schools always charge high fees. The fees may be in range of 20K- 30K in private schools. But it is generally less in government schools.
Private schools charge high fees for their infrastructure, laboratories, and quality education. Government schools also have these facilities but some may lack proper infrastructure or some may don't have efficient teachers. But government schools like Kendriya Vidyalaya are known for their high quality education with low fees.

You can ask to your dean or head of department about this, in my opinion if you take admission in MBBS you won't have to pay the tution fee of B.Sc course.
Ask to you Dean/HoD about the refund of the fee and other queries, as it depends on the college, you can either continue with the course or leave the course and take the transfer certificate from the college to get admission in MBBS course.

B.Pharm is an Undergraduate degree program which is an professional course in Pharmaceutical sciences. Now the fees for the course B.Pharm varies from college to college. For private colleges the fees are very high where as for the government colleges, the fees are low. So depending on the college you are studying, the fees will depend. Although in general, the fees per semester varies anywhere between Rs. 3k to 40k depending on the college type.
