As per the Information given in CSAB Information Brochure at the end of Special Round-I if a candidate is not been allotted any seat in JoSAA rounds (NITs/ IIEST Shibpur/IIITs/GFTIs)/CSAB special Round-I, can exercise an option of 'NOT WIILING TO PARTICIPATE' in CSAB Special Round 2. Such candidate exits the counselling process without any seat allocation. So if you wish to quit the counselling and does not want to participate in CSAB Special round 2 you may select 'NOT WIILING TO PARTICIPATE' at the end of CSAB Special Round 1. If you do so you will not be eligible to participate in CSAB Special Round 2.

Central seat allocation board has released the round 1 allotment on December 2. The registration and choice filling was started on 28th of November .
Now coming to your question as you opted for surrender and you are participating in second round so definitely you would alloted a seat in this round also.

If you have already left from round 1 and you are waiting for the second round , then its absolutely fine, however, if you have already taken admission in the first seat, you need to cancel your admission , vacate your seat and then move ahead for second round , but then you must be sure enough to get admission in the second round for sure, be careful while proceeding, be sure that you will be getting a seat for sure in the second round. moreover, it is also advisable for you to check the guideline on the official website and check if you are eligible to get the admission and apply for the second round as well. take a prudent decision after thinking about every aspect and taking care about every information.
Since you have paid the fee, you might have received a mail on your registered email Id or contact number, regarding its payment, however if documents are not yet verified you may refer to the guidelines given on the portal since document verification takes up to 2 to 3 days , however its better to refer to the guidelines stated on the official website. If confirmation regarding fee payment has been received documents will be verified as soon as possible. You may mail your college or try calling on the helpline number as well.

CSAB Special round participation fee is Rs. 37000 for GEN, GEN-EWS, OBC-NCL and Rs. 17000 for SC, ST, PwD candidates, which you have to pay through online mode on CSAB Portal.
Now if you are allotted a seat in special round then even if you don't accept the seat your participation fee won't be refunded. Only if you don't get a seat in 2nd special round then your participation fees amount will be refunded after deducting a processing fees of Rs. 2000.

CSAB special round is conducted to fill up the seats left empty after JoSAA rounds. They ask for a large sum to apply for the round. If no seat is allocated, the money is refunded, only a processing fee of Rs 1000 is deducted. If a seat is allocated in the round then there is no refund at all, even if you reject the seat or don't take admission.

There are two condition regarding your scenario. If you have been already allotted a seat through josaa counselling then you can opt out of counselling without accepting the seat and your seat will be retained however the registration fee is not refundable and will be deducted.
Now if you are participating CSAB counselling only and have been allotted a seat in first round then you can either accept the seat or opt out of the the process now only to get the refund. However if you participate in the second round buy floating or sliding then you cannot withdraw your admission and he will not be refundable in that case.

If you decline your current seat and move to the next round and get another seat in that round then your first seat automatically gets canceled and you do not owe any right over that seat. You will have to accept the seat given to you in the next round and complete all procedures for admission.

YES , you have to pay again for the confirmation of the seat through CSAB counseling. The payment you had done earlier is for the registration and the payment which is been asked now is for the confirmation of the seat which is being allotted to you.
To participate in the counselling process of the CSAB 2021, the candidates have to go through the following steps:
Registration
Candidates have to visit the official website and click on the link to register using their JEE Main 2021 application number and password. Then, they have to upload the required documents as specified by the officials.
Payment of Fee
Next, the candidates will have to pay the required fee only through online payment mode (Debit Card, Credit Card or Netbanking).
Filling and Locking of Choices
Now, the candidates will have to fill their colleges and courses as per the order of preference. Once you are done with your preferences, candidates will have to lock and submit them.
Seat Allotment Result
Candidates who have successfully applied for CSAB 2021 special rounds will be allotted the seats based on their JEE Main merit, preferences, and availability of seats. Candidates will have the option to either freeze, float or surrender their allotted seat during the seat acceptance process.
Confirmation of Allotment
Candidates will have to confirm their allotted seats by paying the required acceptance fees and reporting at the institutes.
Online Reporting
Using the credentials of JEE Main 2021, the allotted candidates will have to complete the online reporting and confirm the seat allotted to them. Candidates also need to upload the required documents.
Physical Reporting
