Dear Student,
Definitely you can cancel your seat if you don't want the college from EAMCET counselling. And for that you just need to withdraw from the counselling and after that you will not be eligible to take any of the college through EAMCET counselling.
One thing you also need to know that they will not refund your seat acceptance fee angle single bit of it.

You haven't mentioned your category assuming that you belong to general category if the above mentioned rank is CRL or AIR secured in JEE Main then here is the list of Institutes in which you have chances of getting seat

Cut off changes every year depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.

At this high rank it is very difficult to get both the colleges you have mentioned moreover any other college with a considerably good branch looks improbable but yes you should sit in the counselling and fill in the choices and wait if you can get any decent college or not but looking at past years rends it is tough to get any good college at this rank.
if you have got any seat in any round of the counselling of JOSSA then it is mandatory to deposit the seat acceptance fee otherwise your seat will be cancelled.
And if you also want to participate in the CSAb round of counselling then that accepting fee will be transferred to that round and after your seat get freezed then that money will be add to your college fee.

If you are asking for refund in first round then it is possible
*If you got allotted in Special Round 1 but does not report, then your Participation Fees and Seat Acceptance Fee (if paid) will be refunded after deducting Rs 5,000.
*If you got seat allotted in Special Round 1 and opts for surrender and participating in next round and does not get seat in Special Round 2 then your
Participation Fees and Seat Acceptance Fee (if paid) will be refunded after deducting Rs 5,000.
*If you a seat allotted in Special Round 1 and opts for surender and not participating in next round, then your Participation Fees and Seat Acceptance Fee (if paid) will be refunded after deducting Rs 5,000.
There will be no refund if the candidate is allotted a seat in the Special Round.
On searching for your query I could not find any such offer provided by the institute you mentioned though iiit bhubaneshwar provides tution fee waiver for only those students who have annual parental income less than 2.5 lac but yes above that they will have to pay all other fee including mess, hostel etc
Dear student,
During the whole JOSSA counselling if you withdraw your seat from the counselling then you will not be eligible to participate the the JOSSA counselling again.
But still you can participate in the CSAb round of counselling and for that you need to do the registration again then you will be eligible to participate in the counselling.
Dear Aspirant,
As you have secured the seat in the 5th round and you continued in 6th round so let me tell you that 6th round is the last round and after this there is csab round. So now you cannot withdraw your seat as that's against the provision.
I would recommend if you want more better branch then you should participate for csab round as your seat in josaa will be retained.
The cut offs in csab changes every year and it's very unpredictable because it depends on certain factors like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
