But still you can participate in the CSAb round of counselling and for that you need to do the registration again then

Obviously there is female quota in csab it does not depend on agency of counselling (josaa or csab) as it is decided by the institute as to how much quota they will allot in a particular category and the second part of your question is not clear if you are

You will be eligible to sit in csab even if you do not pay partial admission fee in josaa but if you are allotted a seat in josaa then in order to confirm your seat you will have to pay the partial admission fee if you do not do so
