Yes if you have the only goal to get your fee refunded then the best possible way is to participate in csab round 1 and surrender your seat after round 1 so your fee will get refunded but be sure that do not participate in round 2 of csab as if you do so then you cannot withdraw your seat and no refund is possible and the seat you will get is full and final so move carefully

Usually this happens when a student has not researched about the previous year cutoffs of the colleges, according to which the preference list should be filled during JOSAA Counselling. Furthermore, IIT counselling is not based on JEE Mains rank and not all NITs admit admission with 30000 Category and other state quota. For CSAB please have a look at closing ranks of the colleges you wish to get admission into with category rank and home state quota.

As you have not mentioned your category I'm considering you as general category .I don't think you can get any NIT at this rank. You can try for private college.

First of all Congratulation on your jee rank .
According to previous year cutoffs and trends it would be impossible for you to get into any NIT,IIIT OR GFTIs as maximum cutoff rank in last round of SC cateogry is around 11,500 and your rank is far from that . But I think that you might get aseat in CSAB special round counselling.

Obviously there is female quota in csab it does not depend on agency of counselling (josaa or csab) as it is decided by the institute as to how much quota they will allot in a particular category and the second part of your question is not clear if you are asking about opening and closing ranks of female quota in any institute like nit/iiit/gfti then you can visit official site of csab and there you will get the opening and closing ranks of all quotas.
You will be eligible to sit in csab even if you do not pay partial admission fee in josaa but if you are allotted a seat in josaa then in order to confirm your seat you will have to pay the partial admission fee if you do not do so you will be disqualifies from the counselling and if you pay the fee in josaa and get your seat confirmed then also you can sit in csab if you are allotted a new seat then its fine otherwise it remains as the seat you were allotted in josaa and if you withdraw from counselling after round 1 the you will get refund as per bank details you have provided.

Yes, you can withdraw the seat allotted in JoSAA counselling in order to participate in CSAB counselling. The seat acceptance fee that you have paid will be refunded to you after deducting Rs. 2000. You need to opt for CSAB counselling. Candidates who failed to get seat allotment in JoSAA counselling and the candidates who have cancelled the seat or withdrawn the seat are eligible to Participate in CSAB counselling.
