You will be eligible to sit in csab even if you do not pay partial admission fee in josaa but if you are allotted a seat in josaa then in order to confirm your seat you will have to pay the partial admission fee if you do not do so you will be disqualifies from the counselling and if you pay the fee in josaa and get your seat confirmed then also you can sit in csab if you are allotted a new seat then its fine otherwise it remains as the seat you were allotted in josaa and if you withdraw from counselling after round 1 the you will get refund as per bank details you have provided.

Yes, you can withdraw the seat allotted in JoSAA counselling in order to participate in CSAB counselling. The seat acceptance fee that you have paid will be refunded to you after deducting Rs. 2000. You need to opt for CSAB counselling. Candidates who failed to get seat allotment in JoSAA counselling and the candidates who have cancelled the seat or withdrawn the seat are eligible to Participate in CSAB counselling.
You can get information about opening and closing ranks of csab on the official website of csab. On the website you have options of viewing opening and closing ranks of past 3-4 years consecutively which will give a rough idea of which college you might get in the current csab counselling although opening and closing ranks give only an idea but you cannot be assured to get a seat just by matching your rank with past years ranks.

This is based on round 2 CSAB counselling. The cut off changes every year depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.

For appearing in CSAB counselling, one needs to fulfill the below mentioned criteria:
Since you have withdrawn from the seat alloted to you through JoSSA counselling, you can participate in CSAB counselling process.
Now coming to the question over JEE main, if you have completed your senior secondary education in year 2020/21 then you can appear for JEE main 2022 as current eligibility criteria say that a candidate can appear for the examination in three consecutive years starting from the year he or she appears for the board examination.

There is no provision to participate in CSAB counselling if you haven't withdrawn the seat allotted in JoSAA counselling. There is specific eligibility criteria that you need to fulfill in order to participate in CSAB and the eligibility criteria is as follows
You cannot participate in CSAB counselling if you haven't withdrawn the seat or cancelled the seat allotted in JoSAA counselling. The eligibility criteria says that a candidate must candidates who participated in JoSAA 2021 counselling but did not get seat allotment will be eligible for CSAB 2021 special round. And candidates must have opted not to participate in the special round after JoSAA to be eligible for CSAB 2021 special round admission procedure. Candidates who are allotted seats through JoSAA 2021 counselling but did not accept their admission or cancelled the seats will also be eligible for CSAB 2021 special round.
