In my opinion you should not withdraw your seat but you can participate in csab even if you withdraw your seat but if you don't withdraw then you have an advantage that atleast you can keep your seat confirmed you were allotted in josaa so you will have nothing to loose if you are allotted a new seat then fine if not then also you keep your seat of josaa.

As per your rank is concerned which is 1.4L approximately so let me tell you that taking into consideration that you are from general category it's difficult to get a gftis even in csab although various factors are considered while deciding the cut off like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
You can try for gurughasidas bilaspur, Assam University, kongri Vishwavidyalaya and other parallel ones.

Yes, you can participate even in the csab counselling retaining your josaa seat. This provision has been introduced since last year . Before this , you would loose your josaa seat if you participate in csab rounds.
But now you can participate in csab comfortably. For withdrawal of seat,you can withdraw your seat after 5th round but not after 6th round. After 6th round you won't get your refund for nit +system.

It's quite difficult to predict because cutoff keeps changing every year depending upon various factors like :-
******number of students that appeared in the jee main exam,
****** number of available seats,
****** performance of different students in the examination,
****** the category you belong etc.

As you have mentioned your rank and also that you belong to ST category but you have not clarified that the above mentioned rank is a general rank or your category rank because in this rank, if it is general rank than getting seat in college which you have mentioned is not possible because of the competition and a higher cutoffs but if you have s good ST category rank than definitely you can try for the admission through that category so that your chance of getting admission will be better.

Central Seat Allocation Board is conducting CSAB 2021 to provide admissions into the participating institutes (IIITs, NITs, and GFTIs) on the basis of JEE Main scores. As per the new eligibility criteria, candidates having qualified JEE Main score and passed 12th class, irrespective of any percentage (in class 12) will be considered for admission. CSAB NEUT 2021 registration is open from November 6 to 19.
The application form for admission through the CSAB 2021 special round for NITs, IIITs, and GFTIs will be released in November tentatively. It has not been released yet. Candidates who have obtained a valid JEE Main 2021 score will be able to apply for this special round. The eligibility criteria have to be satisfied by the candidates to get admissions through the special round.

All the fee that is 75000 you have paid is actually the fee you are paying to the college you have been allotted(inclusive of josaa processing fee) so after acceptance of fee you college will be responsible for refunds and if you don't accept allotted seat then josaa will credit back the amount also csab charges its own processing fee and if you are allotted a seat through csab after being allotted through josaa then you don't need to lay seat acceptance fee again.
If you wish to participate in CSAB Counselling you need to withdraw the seat or cancel the seat allotted JoSAA counselling. You cannot participate in CSAB counselling if you haven't withdrawn the seat allotted in JoSAA counselling. If you have paid the seat acceptance fee in JoSAA counselling it will be refunded to you after deducting Rs 2000. So the seat allotted in JoSAA counselling will be forfeited. You can then participate in CSAB counselling. If you get seat is CSAB counselling you can accept the seat if you do not get seat in CSAB counselling you cannot claim the seat that was forfeited in JoSAA counselling.
