As per josaa rules if a candidate CT scan sailed then he will get refund the seat acceptance fees for general candidate 36500 of rupees and for SC ST and OBC 16000 rupees. If you do not pay the partial admission fees then your seat also be cancelled

My answer will be based on 2020 business rules as the information brochure of CSAB 2021 is not updated in the official website yet.
So the 2020 rules states that
Even if you don't pay seat acceptance fees in JOSAA counselling you are eligible for CSAB special round. But You will have to pay special round participation fee for CSAB according to their guidelines.
