No, csab is not risky even if you got seat in Jossa round.. You will have to make an affidavit for for retention of seat which you got in jossa round, and then you will be able to participate in csab round without loosing your seat..

In CSA 2020 Counselling, the word "fresh candidate" might be indicating the student who is new to the CSAB counseling (applying freshly for the counseling) and also the student who applied for the JoSAA 2020 and did not pay the seat acceptance fee.

First, anyone who has participated or even not participated in JOSAA Counselling is allowed to register for CSAB because the CSAB Registration is a fresh process.
If you have paid the seat acceptance fee and yet choose to participate for CSAB and then
SC/ST candidates have a reservation not a constriction in seat allotment process. That means that an SC/ST candidate will be first given a seat reserved for them, however, if they do not get that seat then if their rank allows then according to their CRL Rank they are allotted
