You can withdraw your admission before 10 november in order to get full refund from the university as per UGC new guidlines but if you withdraw after 10 november then university can compencate some of your fee.

Hello aspirant! Hope you are doing well, It is clearly mentioned in the official notice issued by MCI that- "( if a seat is allotted to a candidate in Round-I but the candidate do not join then the allotted will forfeit the security deposit of 2 Lakhs deposited with MCC/DGHS).
You can definitely exit from the first round of counselling after getting seat in a deemed university. But talking about the money being returned, in some places they will return but in some places they wont. Majority times you will be getting back your money.

The All India Quota counselling is completely independent from the state counselling. The choice of taking a seat in deemed university won't affect your chance in state quota counselling.
Be sure about the refund rules . Apart from it is no big problem.

They are neither private nor comes fully under government. They enjoys all the privileges given to the government institute and can still decide their own course,

The main difference between autonomous and deemed university is , deemed university is more free and flexible as compare to autonomous.
Both have their own advantage and disadvantage. It is totally depend upon that college .
I prefer autonomous one because they have theirown syllabus and amd credit system
The seat alloted to you in round 1 is not cancelled until you are offered a seat in round 2 . As you are offered a seat in round 2 the fee and documents are sent to your new university. Once a seat is cancelled then you would not
