Affiliated institutes are the institutes which are operated, owned and administrated by another institute, Generally institutions are affiliated with Govt. State or Central University.

The degree from any university is valid if the university is recongnized by UGC. You can check the list of Universities recognized by UGC

Avoid going for Dual Degree Courses, unless youre generally interested in the Respective Subject. ECE at NIT Durgapur seems a good choice to me, or maybe BTech Mechanical or Electrical if you get at some of the Other Good NITs.
