see at the time of counselling , you need to submit the provisional certificate or the final mark sheets , also you need to give your diploma exams final score, unless the admission is not possible.

You can join another college but first they will map your previous college syllabus. Then from diploma if you go for BTech you will get admission in the second year subject to the criteria of syllabus mapping and also the eligibility, that is pass in the last degree.
