I am giving JEE from West Bengal, my SC certificate is signed by Subdivisional Officer of Assam. Will my certificate be valid in JOSAA and IIT/NIT admission? If not then will JOSAA give me chance to get DM sign during counselling or will it be directly rejected?

see iits has no state wise reservation, however nits has nearly 50% seats reserve for domicile candidates, so if you want to get the particular state quota, your category certificates should be signed by the respective state authority, nevertheless since you have sc category certificate of one particular state
