The cutoff trends changes every year and it depends on the number of students appearing in the examination, difficulty level, number of available seats, etc.

Other state students are not eligible for government aided colleges in wbjee . West Bengal domicile requirement is there for seat in Government aided colleges and 90 % of general seats for Jadavpur University( 10% seats are open for other state for Jadavpur University). Also other state students are not eligible for reservation i. e OBC/ST/SC etc.
You don't need to worry Techno are private colleges
This is very difficult to predict because cut off keeps changing every year depending upon a number of factors like

It depends on where you live. If you live in UP then your domicile will be of UP and if you live in Delhi then your domicile should be of Delhi. It doesn't matter where your hometown is. It's about where you live. Domicile certificate of a state can actually help you get admission in a good college in that particular state.

As you said you are from Gujarat but you have domicile of Maharashtra, then below I am enlisting some eligibility criteria, if you fulfill that then you are eligible to sit in GUJCET even if you have domicile of Maharashtra.
If a candidate has passed Class 12 exam from a school situated in Gujarat then he is eligible for GUJCET
or
If parents of the candidate is from from Gujarat or currently working in Gujarat at the time of admission then the candidate is eligible to sit for GUJCET.

No, two different domicile doesn't create much difference. It only acts as a tool to provide you with some leniency. For instance, if your domicile is somewhere in Madhya Pradesh, then you will be favoured during admission into colleges that are in Madhya Pradesh itself but outside, this won't help you much.
So choose whichever domicile deems you best. You can choose it on the basis of your comfort, preference, your desired colleges and more. However, keep in mind that once chosen, you cannot change your domicile if, given a chance to create changes in your application.

You should not have domicile certificate of two states and doing it is known to be an offence. In a simple language you think that how can a person live in two States/UT.
Domicile certificate is normally issued to a person to verify that he/she is the resident of that area and the domicile certificate is given to avail educational concessions and benefits in institutions, government services and also some jobs which are only for local people of a particular state.
Now as you said you are born in Bihar but your schooling of 11th and 12th from Delhi, so you are supposed to have domicile of Delhi according to rules. And not only this, some institutes like NITs, IITs strictly have policy that student's home-state will be considered as that state from where she/he has done completed 12th board.
