Anyways, both UP and Delhi domicile state eligibility in order to avail state quota in neet counseling is given below :-
DELHI
In order to be eligible for the Delhi state quota seats, you need to have passed your class 12 from any school located in Delhi- NCR, affiliated to boards :-CBSE, ICSE or JMI.
As you have passed your 12 th from UP so you are not eligible for Delhi state quota
UP
You need to fulfil any one of the following in order to be domicile of UP and thus be eligible for UP state quota :-
You must be native of UP and your father should be a Resident of the state of UP.
Your parent/s should have lived UP for at least 3 years.
Your parent/s should be working with the Government of India.
If you have passed your 10th and 12th from the state of UP, then you don't need to furnish domicile certificate and you will be eligible for UP state quota
If you have have passed either your 10th or 12th UP, then you need to furnish UP residence proof of your parent/s in order to be eligible for UP state quota
So, if you satisy anyone of the above points then you will be eligible for UP state quota

per your query i would like to tell you, yes of course are eligible for NEET through all india quota (which is 15%).But I suggest you if there is chance or possible then apply for domicile certificate after than you are also eligible for state quota( which is 85%)and it is more helpful for you.

In NEET, your home state is the one from where you complete your class 12th. There are some states who consider candidates who have completed class 10th too from that state to be eligible for 85% state quota. These rules differ according to different states. For instance, in Delhi, if you have completed class 12th from there, you are eligible for 85% state quota and do not require a domicile certificate. It is suggested to mention the state you want to know the rules for state quota eligibilty.

I hope you are doing good. I would glad to inform you that for getting issued of domicile certifcate you need to show residential proof which you can proof by showing papers of your owned land ,income certificate and identities . Their is no requirement of location from where you are studying, you are eligible for domicile certificate. You just apply online or reach nearby office for submitting the documents

In general for domicile certificate I can has to live in that respective state not less than 5 years continuously I am studying in school interested is also not less than 5 years will be eligible for getting domicile certificate. Aur this papa CS2 credit card to submit the valid documents of residential proof in that state for at least more than 5 years. Documents required for domicile certificate Residential proof -in case of rented house candidate has to submit photocopy of the land/ Khaitan/tahsil/ the photocopy of rent receipt. Residential certificate issued by SDO. Identity proof-defence I card/PAN card.

Chandigarh is not an Open State. That means to be eligible to apply to Chandigarh 85% Government College seats and Private Colleges, you need to have Chandigarh domicile. But to apply for 15% Government seats, you can apply through All India Counselling and for that you do not need Chandigarh domicile. You need to do your schooling from Chandigarh.

No, it's important to use new domicile certificates instead of old state subject certificates , but you can use your old state subject certificates if they are valid.you can ask administration of the examination you are applying for more information regarding this.
