As per the information brochure released by NTA for JEE-Main your state code of eligibility is the place from where you have passed your class 12th so as you have mentioned that you had passed your class 12th from Maharashtra then your state code of eligibility is Maharashtra.
Some insights of JEE-Main 2021 :-
> To qualify for JEE Mains, there is no minimum aggregate percentage criteria and also if you want to take admission into NITs, IIITs or CFTIs then you should pass in your class 12th. Because as per the latest announcement made by our Hon'ble Education minister Mr.Ramesh Pokhariyal Nishank, the 75% criteria has been removed for upcoming year 2021-22.
> Also from this year according to New Education Policy the JEE-Main examination will be conducted in English, Hindi and other regional languages such as Bengali, Gujarati, Assamese, Kannada, Marathi, Punjabi, Tamil, Telugu, Urdu, Odia and Malayalam.
> In JEE-Main 2021 there will be total 90 question out of which you have to attempt only 75 (25 from each section) and there will be two sections for each subject, Section-A will be of Multiple-Choice Questions (MCQs)(20 compulsory questions) and Section-B will contain Questions whose answers are to be filled in as a numerical value (10 numerical based questions out of which only 5 are compulsory to be attempted).
> In Section B, candidates have to attempt any five questions out of 10. There will be no negative marking for Section B.
> All question will be of 4 marks and in MCQs there will be negative marking of (-1) on incorrect attempt.

You will get benefit of state quota of only one state and for that you should have the domicile of that state but you had done your mbbs from rajasthan state so that will become your home state quota for NEET PG and you can not claim your state quota of uttar Pradesh even 50% at any cost.

No, you cannot get State quota in AIIMS Rishikesh or any of the Other ends are there is no state quota in AIIMS and all the seats are allotted through all India counselling only
Predicting the marks required to get a seat in AIIMS Rishikesh in 2021 is quite difficult as cut off marks / rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the neet examination, kind of marks obtained by students in neet , toughness level of the neet examination, number of seats available etc but when we go through previous year trends then
In neet 2020, the cut off marks for AIIMS Rishikesh was 669 corresponding to the rank of 1366 for general category

Karnataka domicile certificate is an official document provided by the Karnataka Government to recognize the residence of a citizen. This certificate will be issued by the Revenue Department Officer under the respective Taluk Office. All India Institute Of Medical Science, New Delhi to conduct Institute of National Importance Combined Entrance Test (INI CET) on May 8, 2021. As you belong to EBC category you may get seat in government college you should try for state counseling by observing previous year's data you stand a chance of getting seat. Since you're from BC-1 Category I guess around 85-86 percentile will be optimum for branches like Metallurgical, Chemical or Mining . But it may change this year. if you get under 1000 in JCECE Jharkhand State Merit List, You have high chances for getting into the college.
