See it is little bit difficult to suggest that whether your daughter will get seat in JIPMER or not because this is the first time when JIPMER is going to conduct it's admission on the basis of NEET score and we can only predict your chances on the basis of previous year's cut-off which is not available for JIPMER. It is known that earlier JIPMER use to conduct its own entrance test.
According to the score mentioned by you in the question your rank is expected in the range of 0 - 1452 and on such rank you have good chances for getting good government colleges through All India Quota.

In such cases you are eligible for domicile of both the states one from where you actually belong and one where did your 1st to 12th schooling.So you can choose any as per your preference.

Here , in such type of condition you can use both domicile one which is birth place and another one also where ypu done your schooling . Everything is upto you that to whom you want to prefer more .

You havent mentioned your field you want to study also your rank 433 for which exam, either JEE, JEEADV or NEET. But according to your it should match the cuttoff marks for JEE and JEEADV in SC category and you can get admission through WB state quota showing your domicile.

Based on previous year cut off, you don't have a chance to get a government medical college through 15% All India Quota. Last year it closed at a rank of 12611.
But you have a decent chance to get a government medical college through 85% state quota in Haryana. The cut off for general category last year was 558.
So on the basis of the above statements, applying to Haryana state counselling will give you better chances of getting a seat. But it is completely your choice, if you want to see your chances of getting an all India quota seat, you can apply for its counselling too.

As you have a domicile of Jammu Kashmir then you can apply through Jammu Kashmir state quota in JOSSA counselling. Even though you have completed your 12th from Rajasthan it does not matter much as you have Jammu Kashmir domicile. Through JK domicile certificate you can get seat in NIT Srinagar.
