A Domicile /Residence Certificate is generally issued to prove that the person bearing the Certificate is a Domicile /Resident of the State/ UT by which the Certificate is being issued.
The domicile for any state is obtained on the basis of permanent residency of that place. As you belong from Odisha, you can obtain the permanent residency certificate on your name from there and that will be counted as your domicile in counselling process.
If you already have the permanent residency certificate/domicile of Odisha, you can avail the seat reservation in the Odisha State Quota.

Indian Institute of Medical Science and Research, Jalna offers undergraduate and postgraduate courses to the students. Admission to the undergraduate course is offered on the basis of NEET UG conducted by National Testing Agency followed by participation in the Maharashtra MBBS counselling. For IIMSR Jalna postgraduate admission, candidates have to appear for NEET PG examination and then participate in the Maharashtra MBBS counselling conducted by Directorate of Medical Education and Research (DMER), Mumbai.
So you can also apply through your rank in NEET in the MBBS counseling .
Round 1 of counselling (reporting) date is 6 November to 14 November 2020 .
If you wasn't applied in round 1 then also u can apply in round 2 and the date is 18 November to 22 November 2020.

The simple answer is no, you won't be able to apply if you have not filled in the relevant category under which you claim a seat. Unfortunately there is no provision for submitting certificates later on as your name would not be in the state merit list which will be used for domicile seat admissions at DSNLU. Please be careful about these things in the future.
