If you have domicile certificate of Uttar Pradesh and your aadhar card address and domicile address are same i.e.of Uttar Pradesh then you are eligible to apply for caste certificate in Uttar Pradesh and if any of the both found wrong then you didn't have eligible for that one.

Yes , you can get home state quota as you passed your class 10th and 12th from Delhi only.
In order to get home state quota for higher education your Schooling should be done in the same state as of the College.
Since you have done it in Delhi , you are eligible for it and your cutoff would be less as compared to others.

If we look into previous years' cut off. There's a pretty chance that you can get a seat in Kerala. If we talk about AIQ 15%, there is still some chance but mostly we can expect a seat for 600+.
