I am going to share with you the domicile criteria for Punjab and Haryana respectively. Please match the requirements met by you and proceed accordingly.
PUNJAB:
HARYANA: The domicile criteria for NEET in Haryana states that the candidate must be a bonafide resident of the state of Haryana, which means the candidate should have resided there for a minimum of 10 years and should have studied under any board, CBSE, HBSE, AICSE or Open Haryana Board.

As you have secured 55 percentile in MHTCET and taking into consideration that you belong to ews category so let me tell it's difficult to get a good college in this much score .
It depends on certain factors like number of candidates appearing in the examination number of vacant seats in college, previous years cut offs and difficulty level of the paper.

As you have mentioned that you have received 99k rank in JEE mains and taking into consideration you belong to ews category so let me tell you in this rank it is not possible to grab your home state nit as the cut off is higher.
You can go for lower nits like Srinagar, Agartala, Arunachal Pradesh, Meghalaya,Nagaland. And also for some gftis like gurughasidas ,kongri Vishwavidyalaya.

Indian students who opt for Undergraduate UG MBBS courses in countries outside India such as Ukraine, Russia, Phillipines, China, USA etc are categorised as foreign medical graduates (FMGs) and can apply for post-graduate PG degree seats in government-run colleges.
Foreign Medical Graduates can take part in counseling through AIQ ‘All India Quota’ only. There are almost no states in India that allow FMGs to participate in the state counseling.
So yes you can get seat in Uttar Pradesh through All India Quota Counseling only.

i want to inform you that it will be better that you make ews certificate from the state you are filling counselling form of. But at last it doesnot matter that from where you have made your documents but still for being safer side you can have that, but still you have one of different state it really should not bother you.

For getting admission in GB Pant Government Engineering College the mode of counselling is IPU and it accepts the JEE MAIN rank card. As you are a female candidate you may get a seat but with some low branches as with such rank and being belonging to other state it's quite difficult to get a seat in some good or decent branches. So you may try your luck, maybe you get a seat with some good branch. Hello Student, You study 12 years in the state of Karnataka. But by birth you are from Andhra Pradesh. Then your domicile certificate will not of state of karnatak. Then your opportunities and advantage in the course of education you will get as a domicile of state of Andhra Pradesh.
