Yes you can fill in all the choices for government or private medical colleges in All India Quota. It doesn't matter if the college is from your domicile state.
The only disadvantage for filling government colleges from your domicile state during AIQ is that you will be reducing your chances of trying in other colleges for seats as you will again get opportunity to get seat in GMCs in your domicile state through State counseling.
Also cut offs for GMCs during AIQ is very high compared to the cut off during State counseling.

You can get a domicile certificate of Maharastra. For getting a certificate the place of birth doesn't matter.
You need to fulfill the criteria only which is
• you should be a resident in that state for more than 15 years.
And the documents required for applying are
•photocopy of age proof like birth certificate, 10th or 12th marksheets.
•document which shows your address proof like driving licence or ration card.
•affidavit from court.
•photos
•proof of residence
•identity proof.

Dear candidate, you definitely need an OBC NCL certificate for jee main. If you belong to the obc category but your family income is more than 8 lakh then you would be considered as general, but if it is less then only you can get a reservation in the OBC ncl category. for jee mains obc ncl certificate from a state or the central government both will work. But for JEE MAINS AND ADVANCE, an OBC NCL caste certificate is required only from the central government. this should be in proper format as described for the exam.

The only state in India which have private medical colleges fee's below 8lakh/annum are Kerala and chattisgarh.
So get a seat in those college's, student from all over India try which lead to get high cut off marks. Those state private medical colleges go upto 50-550+ marks.
Although you can try in both state upto mop-up round which is held offline and students don't attend much. So if you get lucky you may get a seat.

So on such marks you have very low or almost no chances to get any of the government medical colleges under state quota of Himachal Pradesh because the closing cut-off of last year was around 500+ for SC category. But on such score you can go for some Deemed Institutions through AIQ counselling, so as per the previous years data you can go for following deemed institutions through AIQ counselling :-
