You can apply in reap but you will not get the state quota seats without your domicile certificate. You will be treated as a other state candidates. You can easily apply for the domicile which requires basically your photograph, address proof, marksheets. It can also be applied online through the official site. 85% of the seats are reserved for the state candidates while 15% of the seats are reserved for other state candidates.

See as per the information available, the category certificate and the EWS certificate (if applicable) is required to be issued after 1st April,2021. Apart from that there are no such rules for the Domicile certificate to be issued after the prescribed date.

Eligibility for Maharashtra State Quota if you have completed Class 10th and 12th from Maharashtra is as follows -
Type A - should have lived in Maharashtra for 10 years or more. Or, should have birth certificate mentioning place of birth Maharashtra.
Type B - your father or mother should have Maharashtra State domicile
Type C - father or mother should a Government of India employee posted under State of Maharashtra
Type D - father or mother should be an employee of Government of Maharashtra

In JoSAA counselling, first your category will be seen for your First preference or choice then it will be checked that if seat is available or not for your category ,if seat is not available then your next preference will be checked.

It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced But the previous cut offs of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly

No, you need to reside at least 10 years in Maharashtra to get Domicile of Maharashtra. As your father is in Army and is posted for more than 6 months, he may get it if asked to made under certain terms. But, mostly its a residence proof and the time duration of 6 months is too short to get Domicile.
