Yes, you can definitely do that.
Step 1 : withdraw the admission taken in any of the affiliated colleges under the previous cutoff list and download the cancellation form from the official site and fill in the details.
Step 2: A fee of Rs. 1000.00 would be levied for each withdrawal. Once you have withdrawn the admission, the fee paid by you would be credited in your wallet and the same would be adjusted in the subsequent college.
Step 3 : download the confirmation page.
Step 4 : select new college and course and the same process to be followed now.
Step 5: verification pf documents and pay the fees.

An aspirant can cancel a seat for "n-1" number of times where n stands for the number of cutoff list that will be published by the DU admission authority for the concerned year. Before cancelling the seat to get admission in other DU affiliated college aspirants should kep the following things in their mind:-
1. Aspirants must be sure that they are eligible to get admission in that college (Check once that yor percentage is within the published cut off).
2. Take the print out of cancellation form and the admission form (for the new college) before going to the college to cancel your admission.
3. Never wait for the last day of the deadline to cancel the admission’because there might be a rush and you will not be able to complete the process.

According to you, you are belonging to the general category.There is minimum chance to get admission in Delhi university for B.Com because your percentage is quite low. According to the previous year, the cutoff of B.Com in different colleges of Delhi University such as
Zakir Husain Delhi College 95,
Vivekananda College 92,
Swami Shardhanand College 90,
Sri Guru Nanak Dev Khalsa College 95,
Shyama Prasad Mukherji College For Women 91.5,

With your score it's difficult to get admission in any of the honors courses in Delhi University. Though some of the science stream courses like zoology and botany have very low cut offs, i will suggest you to apply in some other universities also, and wait for DU 3rd-4th cut offs. You can also try for various BA programs. If you're from some reserved category, then you have better chances.
