THere is no information if it provides major and minor both for 4 year degree course. It may provide either major or minor. Major means a course from your branch and with highest credit. Minor means a course from other branch with maximum credit point.

Yes you can have but it will be difficult to handle both the extra papers along with semester syllabus. each semester will have around 5-6 subjects and major and minor will be additional 2 along with lab.
Major subject will be from your branch and minor paper will be from different branch which you will choose while opting for minor. If you want to choose Mechanical engineering then you can. But it will be better to choose something which will help you later. along with EEE or ECE as semester branch , it would be better to take CSE or IT as minor as many concepts are co-related.
