Sorry to say but IITs and NITs do not accept lateral entry students in any of the courses offered in the institution. So if you are a diploma graduate you have to drop IITs and NITs from your list of colleges. You can try other state colleges, government

You need to give entrance exams like JEE and qualify to get admission in various colleges. when you qualify you will get admission in a college and you can study electrical engineering.
