In EE we study only about electrical engineering. This is the core branch and hence has a higher scope in government jobs.
In EEE we study around 70% electrical and 30% electronics engineering. IT provides a higher package compared to EE but has problems in government jobs.

Both the branches Electrical and Computer Science are equally good and IIT - Mandi and NIT - Kurukshetra are also good colleges. NIT - Kurukshetra is ranked number 6 in NIT Ranking and IIT - Mandi is ranked number 15 in the IIT ranking list. NIT - KKR
If you are talking about Electrical branch in MIT and Bhagalpur.Then i want to tell you that MIT Muzzafarpur is one of the good colleges of Bihar.
Whereas i will not suggest you to go for electrical in BCE Bhagalpur.
