Both mechanical and electrical engineering are very good in DTU. It depends on your preference and what you might be abke to get there that will decide which branch you should choose. If you are more interested in automobiles then you can go for ME otherwise if you are interested

For admission in Btech you can Give exam if UPSEE. And other state engineering exams. Because when it comes to IIT. It doesn't has an option of lateral entry for Diploma students. But still You can appear in UPSEE get into Some top Government Institute like IET,BIET,MMMIT, through

Sorry to say but IITs and NITs do not accept lateral entry students in any of the courses offered in the institution. So if you are a diploma graduate you have to drop IITs and NITs from your list of colleges. You can try other state colleges, government

you can join engineering or Polytechnique colleges to learn electrical engineering. 

You need to give entrance exams like JEE and qualify to get admission in various colleges. when you qualify you will get admission in a college and you can study electrical engineering.
