-----------) number of available seats,

IT's a tough say between the two you are asking if you are asking about bits pilani pilani campus then its is a tough one to choose first decide which subject you are more comfortable with and choose college accordingly but if you are OK with any subject then the matter boils down to the fact that you want a iit tag or not so in this prospective I would say go with iit kanpur but yes then you would be sacrificing ee of bits pilani so ultimately its your decision but looknig at all aspects and that iit tag i would suggest go with iit k chemical.
Ideally you should prefer ECE over EE at Tezpur University. ECE is a much student friendly branch with a more relaxed curriculum, besides having excellent career scope and placement prospects across Industry Verticals. Perhaps after BTech, for a strong career in the Electronics, IT, Semiconductor or Automotive Industry, you should perhaps pursue a MTech from some of the Higher Technical Institutions like Top IITs/IISc Bangalore.
Hello Aspirant,
On such rank top NITs are very difficult with Electrical branch but yes you can go for some IIITs with Electrical branch or some NITs with some other branches.
If we go through previous year's data of seat allotment On the basis of data mentioned in the question by you, you can go for the enlisted colleges :-
Malaviya National Institute of Technology Jaipur - Chemical Engineering (5836)
Maulana Azad National Institute of Technology Bhopal - Mechanical Engineering (4979)
Motilal Nehru National Institute of Technology Allahabad - Chemical Engineering (5348)
National Institute of Technology Agartala - Electrical Engineering (6542)
And some more. You can check out previous year's cut-offs from the official website of JOSAA as given below :-
Note that the above list is merely a prediction which has been made on the basis of latest cut-offs available on official website of either JOSAA or CSAB and the cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
