I think NIT Uttarakhand electrical will be better.Though both colleges are good.IET is more or less a regional college, despite being one of the best in the state. On the other hand NIT, Uttarakhand is associated with the “NIT family” and hence, better.
In case of placements, faculty, recreational facility NIT Uttarakhand is more better than IET lucknow .
In case of branch it is dependent upto you in which field you want to go .But I think you should go for electrical. Electrical grads have many wide range of options. Chemical branch is rather narrow in career wise unless you have a huge interest on those subjects. Therefore, it is dependent upto you.

IIT Ropar has been growing rapidly in the past and with the new campus ready, things will get better. The placement of the compass is probably good for opportunities in many fields. College life and culture are amazing.
Sure ism is an old known institution but it hasn't grown much. Now that it is iit, things may change. But the previous answer shows the problems associated with it.

However, you can get Electrical branch in the top NITs in the third or fourth round or maybe in CSAB counselling but you'll surely get one. Honestly speaking dear, as an Electrical Engineer if you have profound experience then you can expect salary of 40000-50000 pm, as a B.Tech Fresher you can expect 25000-30000 in Pune Areas. If you have M.Tech Degree you can expect 35000-40000 as a fresher and if you have experience of 3-4 years, Possess M.Tech degree then your salary packages can be 60000 or above in Pune as well as in different parts of India.
