These rankings are given by Government of India after taking into consideration numerous factors such as
  • Training
  • Teaching
  • Research
  • Placements and exposure
  • Infrastructure and so on. So, you can rely on these ranks.

Now coming on the branches, it should be your choice. Choosing a branch is like choosing rest of your life. It is the decision that you will have to carry throughout your life. So i will suggest you too choose the branch first no matter what is the rank of the college you are getting your desired branch in. I cannot decide the branch on your behalf as i dont know which branch excites you and what will be better for you. So take your time, and then decide.

If you are interested in coding then you should opt for branches like Computer Science or Information Technology no matter which college. If your chances of Computer Science branch is less at HBTU and UIET, you can look for other private engineering colleges.

my jee crl rank is 60000 and my obc ncl rank is 16000 and my home state is haryana can i get electrical engineering in nit kurukshetra

Hey,
Chances of getting electrical engineering in NIT Kurukshetra are very low if we look at the cutoff trends, even after considering your home state.
With this rank you can get only Production and Industrial Engineering . Also, this is just a prediction based on last year's cutoff. For cut off you can refer the link I have mentioned below.
