There is very less chances for you to get VLSI at NITs.You should apply at state engineering colleges and at GFTIs .Even at NITs the cut off was more than 700 score for open category/OBC.Check out the cut off of these colleges:

You are likely to get college under spot round in lower NITs via CCMT. You might get Lower NITs(via CCMT) below VNIT Nagpur. You may try for IIITH, IIITB, IIITD, BITS are better options.
