We have seen the ratings for NIT Goa,it's 3.4/5.It's one of the top centrally funded institute of India.

It offers median package from 4.8-6 lakhs.Infrastructure reviews are not so good .

Both are Good Colleges,let me Tell You IIT-ROPAR Power System Is Quite Better Than IIT-Mandi Power Electronics But If You have Completed Your UG-Electronics Background then You Can Go For Only Power Electronics,That will give PAce to your Career.

    Congratulations on getting good scores. You have not provided your category. Without it , it would be quite difficult to predict your chances as your category plays a major role in the cut offs. 

GATE 2019:

   The GATE exam was conducted this year by IIT Madras. Around 900,000 candidates appeared for the exam. The exam was held on february 2,3,9 and 10 2019. The results and qualifying cut-offs were announced on March 15th 2019. The cut-offs were based on various factors including number of candidates appeared, overall performance, difficulty of the exam and vacancies available. GATE cut off:

     IIT Madras released the official GATE qualifying cut offs on march 15th 2019. The qualifying cut off for electrical engineering is 39.6(general), 35.6(OBC-NL), 26.4(SC/ST/PWD). Considering you belong to any of these categories you have qualified GATE 2019 for admissions into IITs and NITs for Mtech programs in Electrical Engineering and its related specialisations. 

Chances:

      Mtech in Power electronics is offered by IITs like IIT Madras,IIT Kanpur, IIT Bombay, IIT Delhi, etc. NITs like NIT Trichy, NIT Warangal, MNIT Allahabad offer Mtech in Power Electronics.        Based on the cut offs and previous years cut offs you have very less chance of making it to the top IITs and NITs considering you belong to any of the three categories. See the marks u have scored is pretty good enough to bag u a seat in both of these colleges for pursuing ur higher studies in the field of ur interest. Choosing VLSI might be a good option as it is one of the vast and latest topics that is prevailing in a great manner. U can also choose power electronics but it won't be giving u both coding and electrical knowledge. Also both the colleges are of same level so college issue also don't arises.
