Different colleges and institutes have different rules and follow different time tables for completion of their semester examinations, so it pretty much depends on the institute in which you have enrolled that whether they will take you to the third semester or directly to the fourth semester.
If the Institute classes are going on currently in the third semester, then its automatic that they will enroll you in the same class and you will have to give the third semester examination in order to get promoted to the 4th sem.

No, It's not essential, Admission in Engineering Courses are open to each and every category Students.
But OBC Non Creamy layer Students have some Reservation on the number of Seats of Engineering Courses, the policy of Reservation varies State to State.
So Cut off marks are low for OBC Non Creamy layer Students as compared to Open Category Students.
But If you have Scored Good Marks in Open Category then you will get a Seat for Sure in any Engineering College.

There are two options for you i.e., intermediate (10+2) or diploma courses.
For getting admission into any higher undergraduation courses you must bave scored minimum of 65% in any of these study.
For studying intermediate it's basically upon your choice i.e., in which subject you are interested in. If you want to be an engineer., A programmer then choose M.P.C (pcm) or if you want to go into a medical field you can choose Bi.p.c (pcb). You can have the chance to choose commerce also.
After this you can choose LAW also by giving an entrance exam or you can choose any degree of humanities if you want to apply for govt. Jobs for Group D posts etc.,
