If you have taken admission in the institution or university under the tuition fee waiver seat then at the time of admission, you need to show your allotment letter and your tuition fee waiver certificate to the authorities of the college and won't need to pay a single penny for the admission cum tuition fee, however, you need to pay the miscellaneous amounts which is a very small amount of money or you might have to pay the hostel and accomodation fee.

Yes you can cancel after second extended round. If the counselling providing further rounds then there are chances to get a college as per the choices you have given. If you have got any seat then you should accept it and go for admission.

If you haven't got any seat then you will have to apply for direct admission in the colleges which have that facility.

Yes you can get KU but you didn't mentioned any specifiec branch you want to join. if you have any reservation then it will be helpful to get an admission in any branch you like.
