To get govt MBBS seat in 15% AIQ counseling is quite tough for you at your expected marks as last year cut off marks was almost around 20k all india rank and 600+ marks.
Now as your profile suggest you are from maharastra, so in state counseling of Maharashtra it's very hard to say anything confirm about your chances as if we look last two year cut off marks then nothing can be said

Don't be disheartened because you got 85 percentile . This was problem with me too. And I was in a much more bad position than because I can't afford private college . I had to go for a government college.
Then i took a decision which was one of the toughest of my life to take a 2nd drop for jee mains and after months of preparation again , i managed to get 97.5 percentile which is a fair one.
My previous percentile was like you only. It was around 83.
I would suggest you if you don't have any financial issues or ok with private colleges then you can go for it otherwise if you are determined then go for it.
With 84 percentile your general rank will be around 1,68000. and your EWS rank will be around 21,000. Marks vs ranks varies every year depending upon many factors such as difficulty level of questions, no of students appear for the exam, no of students want to get the the same branch.
