I hope you are doing good. The cutoff is based on your General rank and not in category rank. With 4945 rank , As from previous trends there are very low chances of getting seat in NLIU Bhopal.
There are only 23 NLU in India, and cutoff ranges up to 2000 for general category (with certain relaxation for females).
I suggest you to take some other entrance exams as well. If your aim is NLU, you just need a little more efforts and you will be in. Just focus on your revision and practice mock tests.

According to the guidelines set forth in the government resolution. In higher education engineering colleges (like IITs and NITs) in Maharashtra, 10% of seats will be reserved for applicants from the EWS among General Category applicants.

Hope you are doing great as per the question asked by as you want to apply for E.W.S ( Economically Weaker Sections ) you are advised to visit it to the nearest tehsil or S.D.M office. Validity of any category certificate is till 1 april after it you need to renew or update it else it won't be valid.

Let me tell you that in this 58 percentile and you are from EWS category where the cut off does not differs much than the general category.
So,it's not possible for you to get any NIT/IIIT. And for IIT you need clear the cut off for Jee advanced and 58 percentile is not the cut off for jee mains.
I would suggest you to keep private colleges as a back up. Entrances like comedk, SRMJEEE, VITEEE will be a good choice .

YES, a pwd person will be able to get EWS category reservation.
Furthermore, you have to fulfill the below mentioned conditions to get the EWS Category reservation as a GENERAL Category person :
Your annual family income should be below 8 lakh rupees. An annual income of above 8 lakh cannot be considered as economically weak and hence cannot fall under the economically weaker section (EWS). If your family owns any agricultural land, it should be less than 5 acres.
