The NTSE exam is conducted by NCERT. NTSC exam which had to be conducted on January 15-16 it self but postponed. By now no date has been declared for conducting the exam by NCERT.

Improvement exams can only given once that to just after your 12th you can't appear for your improvement exams next year. You can attend your competitive exams next year even after a break after 12th. But improvement exam is not like that.

As per query , yes , you can get seat in ece  and cse also in Andhra University . According to previous year data cut-off cse is 970 and ece is 1179.
