Dear Student,
Andhra University does offer courses in Foreign Language since the year 1973. They originally offered only two languages such as French and German. But as of the year 2017 they offer languages such as, French, German, Japanese and Spanish, Admission for Foreign Languages courses being from July every year.

in andhra university, there are 4 foreign language courses.
all are diploma, in french, japanese, german, spanish. these are all 6 months durational course.
The admission process begins in July every year, and the notification appears in the university website. Normally, classes start in the first week of September and the examinations are conducted in February of the next year. Each diploma programme has an intake of 40 students.

There is just one college in North campus, university of delhi which offers bachelor degrees in foreign languages, i.e. Department of Germanic and Romance studies. The cut off for foreign languages is :
French hons : 87.5% - general ; 84.5 % - OBC ; 82.5% - SC; 82%- ST .
German hons : 87.5% - general ; 84.5 % - OBC ; 82.5% - SC; 82%- ST
Italian hons : 85%- general; 83% - OBC; 81%- SC ; 80% - ST.
Spanish hons : 86%- general; 84% - OBC ; 82%- SC; 81% - ST.
Rest of the colleges in north campus, offer diplomas in foreign languages, mode of admission for which is an entrance exam.

Well, many colleges in DU provide you with certificate courses or diplomas in various foreign languages- german, spanish, french, etc:. You can definitely join a diploma course if your college is providing it.
I myself had done it in my 2nd year of graduation, there's just one issue, that is, time management. If you can manage your time between bcom hons and language. But, it's always good to know how to communicate in a foreign language for your professional life and career.

coming to placement there are many colleges in india offering courses for them and one among them is Hindu college delhi university or north campus is quite good . advantages mentioned above can be considered as career options or jobs in future or to make a living of your own

We cannot term any particular language as the Best. But given its usage, by far French takes the top position between French and Spanish. French is spoken in 29 countries while Spanish is spoken in 20 countries. The truth is English owes half of its vocabulary to French. French being one of the top spoken Languages in the world gives an access to no.of opportunities across the world. So if you are looking to make a career abroad, French might come handy.
