If you are expecting a rank of 132 in ECE then congrats man you can be shorlisted for various of PSU's.

ONGC and NTPC will be easy(maybe) but i think BARC will be difficult as it sometimes shorlist only under 50 AIR. AAI and NTRO will be easy

Usually gate cutoff of 650 to 700 is required for entry into PhD programme in IIT. 


But only that is not enough, you also need to qualify other criteria mentioned on their website. For example, iitk mentions the following: "An applicants with a bachelor's degree in engineering or science

Your marks is too low to fetch any seat in good IITs and NITs for mtech. You have very low chances of getting that. But you can search for some private college which can offer you MTech course for your marks.
