If your Rank is between 250-296 then chances are really high to get a call from various PSU's but the selection depends upon how you perform in your interview as last to last year a candidate with AIR 140 (Gen) got selected but a candidate of AIR 70

firstly congrats to your result you have best chances to get top IIT s and psu also . gate 2019 results are not out till so we couldn't predict the rank with marks hope you may get good results

GATE 2019 for electrical engineering branch was conducted on 9 February in the after session between 14:30-17:30 hrs. In electrical engineering the total number of candiatates were around 1.25 lac.
Electrical engineering is very demanding branch because it has most number of vacancies in various Maharatna/Navratna/Miniratna
