Each entrance exam conducting body has it own schedule, eligibility, rules and regulations.It has to conduct the exam, declare the results, prepare a merit list, prepare the number of vacancies available and plan other necessary things required for counselling.So, it takes time to start the counselling and it is advantageous to the candidates who have to acquire necessary certificates etc.

see research fellows post is come for many iits, like iit kharagpur, however in some cases gate score is not mandatory, for research fellow positions iits selects candidates, based on their academic score, final year projects, whether candidate  has  all the relevant skills or not, if you do qualified gate you have an added advantage.

Sorry to say you but BITS Pilani doesn't accept GATE score for admission in in ME in CSE. They conduct their own entrance examination for that.the admission is totally based on the the entrance test score .
