Every University has its CGPA to percentage (or vice versa) conversion formula.You have to get that from your college's examination department.They will let you no the conversion formula.You can convert the CGPA into percentage and find the equivalent CGPA required for admission in IIIT, Bangalore.In case your institute or university does not have any formula then multiply your CGPA with 10.

Gate scores are dependent on the highest and lowest marks and thus are subject to variation every year. Its very unpredictable az to whether or not one will get a college. According to the previous years trends, you can apply for IIT Roorkee, IIT- BHU and many other good IITs. IIT - Madras may still be a bit too doubtful.

see cutoff score varies year to year and depends on lots of factors like number of participants, seat matrix, question difficulty level etc, as for students view this year gate cutoff will slightly increase, however ms cutoff was always lower compare to mtech programmes, as for your score you have moderate chances.
gate stands for graduate aptitude test in engineering, btech pass students or final year bech students or msc final year student or msc passed candidates may apply for gate exam , gate is really important for engineering student if they wish to work in psus or maharatna companies in india, as psus hires candidates based on gate score, also if you want to do mtech after btech or phd in relevant discipline from iits and other prominent institute you need to have gate score on relevant subject. there is no upper age limit for applying in gate exam.
