see there is no limit for applying in gate exam and if a student has already completed b. tech course or are in final year are eligible to apply for gate exam, and there is restriction of choosing any subject, like btech in mechanical student opt for gate exam
iit hyderabad offers mtech course on machine learning, admission is based on gate score, for machine learning gate paper should be on electronics and communication engineering or electrical engineering, also there is stipends from mhrd for mtech students who have valid gate score. you may follow the below link
