if you have already completed masters course in mathematics, you may apply for phd courses on iits iiscs, indian statistical institute. gate score holders are eligible for applying in different research organization like isro, drdo etc for scientist position. also there is some programs in iits which takes only mathematics background students who are having gate score is :

IIT Madras Industrial Mathematics and Scientific Computing
IIT Kharagpur Computer Science and data processing
you may apply as junior research fellow position in different state universities or nits or iits when vacancy comes using your gate score.

GATE and IES, both are totally different examinations.
GATE is an entrance examination to get admission into IITs, NITs or other engineering colleges for post graduation courses in Engineering, Architecture, etc. In GATE, the top 10% students get a chance to work in PSUs as an engineer. The various companies that recruit on GATE basis are BHEL, ONGC, NTPC, BPCL, etc.
Indian Engineering Services ( IES ) is organised by UPSC and it is typically an exam to work in various government sectors such as Indian railway service, Indian Ordnance Factories Services, Indian defense services, Indian Naval Armament Service or Indian Telecommunication services.
The syllabus of IES covers the whole syllabus of engineering, whereas the syllabus of GATE is limited upto the topics that are important by perspective of Post Graduation.

see in andhra university you may join m.tech course in structural university by using gate score or appear in appgecet exam, as every year cutoff score changes and so will the rank. if you get 50+ marks in gate exam, you have fair chances. gate score of above 600+ is good. however it also depends on question difficulty level etc. if question in gate 2020 is easy then the scores will be little high.
It will take approximately 5-6 years for completing the MTech course + PHD course from some IITs or NITs. Theres a controversy going on for the fee structure right now, the initial last year fees were around 50,000 per annum, but it's heard that from 2020, it will increase to as much as 2,00,000 per annum.

Prabhu, from the Academic year 2020, the IITs will cease to give any stipend to M.Tech students who have joined their Institutions through GATE score. Which means from the Academic year 2020, there will be no more stipend if you are studying M.Tech through GATE. And regarding the M.Tech fees, it might start as low as 30,000 INR to as high as in lakhs. It depends on the Institution that you manage to get a seat in.
Prabhu, GATE is an entrance examination for Post Graduate Courses in Technology which tests your primary knowledge and understanding of various subjects of your B.Tech. This is an online examination conducted on rotational basis by the IITs. This year it is being conducted by IIT Delhi. If you want to study Masters in Engineering, Technology or Architecture, qualifying in GATE is mandatory. If you want Financial assistance for admission to any of these programmes, even then GATE is mandatory. If you want to study Doctoral programmes of certain braiches of Science or want to secure jobs in PSUs GATE score is mandatory.
